House Speaker Jeff Hickman debates a bill to bar cities from banning drilling. Senate bill 809 prohibits communities from regulating oil and gas exploration, drilling, production and hydraulic fracturing activities that are part of the state Corporation Commission's authority. Hickman says local regulations have created a patchwork of guidelines that are hard for oil and gas operators to follow.
