Governor Mary Fallin says the state’s budgeting process is fundamentally flawed. Fallin wants to use agency revolving funds to help balance the budget, and is urging lawmakers to take a hard look at tax credits and incentives, and consider “budget-only” legislative sessions every other year. The governor says agencies should prepare for budget cuts next fiscal year.
