A state panel is asking the Oklahoma Supreme Court to rule on the constitutionality of a bond issue to fund repairs to the state capitol. The Oklahoma Capitol Improvement Authority took the action in response to a challenge by attorney Jerry Fent. Fent claims the measure authorizing the bond issue is unconstitutional, because it deals with only one state building.
